A New Digital Front Door for the Corporate Regulatory Authority of Bhutan

The Corporate Regulatory Authority of Bhutan is where every company in the country begins. Its website needed to feel that way — simple, clean and professional. Here is how we rebuilt www.cra.gov.bt.

The starting point

Every registered company in Bhutan passes through the Corporate Regulatory Authority (CRA) at some point. It sits under the Ministry of Industry, Commerce and Employment, and it carries the mandate for company registration, corporate compliance, capital market regulation and corporate governance across the Kingdom.

That makes cra.gov.bt more than an information page. For a first-time entrepreneur in Thimphu, a foreign investor preparing an FDI incorporation, or a company secretary filing annual compliance, the website is the first office they walk into.

The old site worked, but it had grown the way government sites tend to grow — a notice added here, a form added there, until finding the right document meant knowing where to look. The CRA came to us with a clear brief: keep everything, but make it simple, clean and professional.

What we set out to fix

We opened the project by mapping who actually uses the site and what they come for. Three groups kept surfacing:

  • New businesses looking for how to register a company and what documents they need.
  • Existing companies filing compliance, downloading forms, or checking a notification.
  • Investors, professionals and the public reading the laws, regulations and press releases.

Almost every visit ends in one of four actions: register or verify a company, download a form, read a rule, or check an announcement. So those four became the spine of the new site rather than items buried in a menu.

What we built

A navigation that mirrors the work, not the org chart. Home, About Us, Laws & Regulations, Downloadable Forms, How To Guides and Contact Us. Six items, no submenus three levels deep. About Us opens into the Authority, its mandate, its journey, mission and vision, governance architecture and strategic divisions — including a clear visual of how the Corporate Registrar General, the Corporate Regulatory & Capital Market Division and the Insolvency Registry & Enforcement Division fit together.

E-Services placed where people expect them. Company Registration, Company Migration and Company Verification are surfaced on the homepage with a direct route into the portal at system.cra.gov.bt, alongside the incorporation requirement guides and user manual. A visitor who came to register a company should not have to hunt for the button.

A proper library for laws, regulations and forms. Legislation, rules and downloadable templates now live in structured, searchable sections instead of a long list of links. Each document is labelled the way the CRA refers to it internally, so what the officer says on the phone matches what the visitor sees on screen.

How To Guides written as steps. Incorporating a new company, incorporating an existing company, and FDI incorporation are each laid out as requirements and sequence — a plain answer to “what do I actually need to bring”.

Announcements, notifications and press releases with room to breathe. Auction notices, training invitations, annual compliance reminders and public notices sit on the homepage in a panel the CRA team updates themselves, with a full archive behind it.

A design that stays out of the way. The Royal Government of Bhutan lockup and the CRA identity anchor the header. A restrained navy palette, generous white space, clear typography and a consistent document card style carry the rest. The site is fully responsive, loads quickly on Bhutanese mobile connections, and links out to the eleven partner agencies and the Authority’s social channels without cluttering the page.

Working with the CRA team

The build ran as a working relationship, not a handover at the end. Our team sat with CRA officers through structure reviews, content passes and walkthroughs of each section as it came together — the About architecture, the forms taxonomy, the announcement workflow. Their corrections shaped the sitemap far more than any wireframe we started with.

The final presentation, held earlier this month, closed the loop: a full walkthrough of the live site with the CRA team, section by section, followed by training on how to publish notices, upload forms and manage press releases without needing to call us.

Why it matters

Ease of doing business is not only a policy question. It is also whether a person trying to register a company can find the form in under a minute.

A regulator’s website is public infrastructure. When it is clear, fewer phone calls reach the front desk, fewer applications arrive incomplete, and more of the CRA’s time goes to regulating rather than re-explaining. That was the real target, and it is the one we designed against.
