Why It Matters
A Regulator's Website Is Public Infrastructure
Ease of doing business is not only a policy question. It is also whether a person trying to register a company can find the form in under a minute.
When a public system is clear, fewer phone calls reach the front desk, fewer applications arrive incomplete, and more of the agency's time goes to its mandate rather than re-explaining it. That is the target we design against.
It also has to work under real conditions — mobile connections across the dzongkhags, users who arrive once a year rather than every day, and content that officers must be able to update themselves the week after we leave.

We map the agency’s mandate against what the public comes to it for, and we do that sitting with the officers who answer the phone — not from a brief alone.
Build in the open, review by section
Structure reviews, content passes and walkthroughs as each section comes together, so corrections land early rather than at handover.
Hand over with training
Every engagement closes with a full walkthrough and training — publishing notices, uploading forms, managing releases — so the agency runs its own site without calling us.
Support from Thimphu
Our team is in Bhutan. Maintenance, fixes and hardware support come from people who can be on site, not a ticket queue in another timezone.
